European consumer credit rules are changing. With the introduction of the new CCD2 (Consumer Credit Directive 2), more forms of deferred payment, including Buy Now, Pay Later (BNPL), will fall under consumer credit regulations. But what does this mean for your webshop? And do you, as a merchant, need to make any changes? Buckaroo is closely monitoring the developments and makes sure you know what to expect.
CCD2 is the revised European Consumer Credit Directive. The aim of this legislation is to better protect consumers when they make use of credit.
The current European rules date from a time when payment solutions such as BNPL played a much smaller role. Since then, deferred payment has become a standard payment option for many consumers. CCD2 therefore updates the regulations to reflect today’s payment market. As a result, more forms of credit will fall under the regulations. In addition, stricter requirements will apply to both the information provided to consumers and the assessment of whether they can responsibly meet their payment obligations.
The directive is currently being incorporated into Dutch law. The Dutch implementation of CCD2 is scheduled to be discussed by the House of Representatives on 28 September 2026. After that, the bill will proceed through the next stages of the legislative process. The exact implementation for the Dutch market has therefore not yet been finalised in all respects.
Additional obligations may apply to BNPL providers, for example regarding the provision of information, consumer protection and assessing consumers’ creditworthiness.
Do you use a Buy Now, Pay Later payment method such as Klarna, Riverty, in3 or Billink through Buckaroo? If so, the way in which the product is offered may change. However, given the many uncertainties that still remain at this time, it is not yet clear exactly what these changes will entail.
Many BNPL providers have already made technical preparations for the introduction of CCD2. For example, they use their own intermediate page in the payment process. This allows them to implement changes relatively quickly, for instance when new regulations require additional information to be provided to consumers.
Depending on the final Dutch legislation and the Buy Now, Pay Later payment methods you offer, changes may be required. These could include, for example, the information you display to consumers during checkout or the contractual agreements relating to the relevant payment methods between you as a merchant, the consumer and/or the provider.
At this time, the exact impact is not yet clear. However, we want to inform you in advance that changes may be coming, so you can prepare for them in good time. Together with our payment partners, Buckaroo is closely monitoring what CCD2 will mean for their payment solutions and for our merchants. We are looking not only at the regulations themselves, but especially at the practical implications for the payment methods you offer through Buckaroo.
If changes are required to your checkout, integration or communication with consumers, for example, we will inform you in good time and clearly explain what action, if any, is required. Together with our payment partners, we are closely monitoring the developments and translating them into what is relevant for your webshop.
